Conto energia (Italian feed-in tariff)

The owner of the Italian electricity services (GSE – Gestore Servizi Elettrici) decided to recognize to whoever produces electricity trough PV plants, a set of well defined incentives related to the electricity produced with the plant, for the 20 years following the start-up of the plant itself. The incentive (by kWh) is around 2.5 times the cost of the electricity the owner of the plant would pay it for their day-to-day usage. These incentives, which can be increased till 30% in case of energy efficiency certified activities, depend on the level of integration with the roof/building and the power of the plant itself, as per the following matrix:

Sample of a PV plant for a family standard needs:

- Power: 3 KWp

- Level of integration: PARTIALLY INTEGRATED

- Net annual energy generated: 3750 KWH

CONTO ENERGIA RELATED INCOMES: 3750 x 0,431 = 1.616 € / YEAR

On top of this incentive, there are 2 additional financial benefits: the first one directly linked to the possibility of saving (even moving to zero) the cost of electricity for self usage, the second related to the electricity selling option.

Cost saving option The so called ”scambio sul             posto” (grid exchange) allows to have a discount on the energy used during the year, equivalent to the energy produced with renewable sources and sent to the grid. That means that the right sizing of a PV plant, that will then produce the electricity required for day-to-day usage, will ensure your electricity cost at the end of the year will become 0.

Sample of a PV plant for a family standard needs:

- Yearly electricity needs: 3750 KWH

- Average cost: 0,18 €/KWH

- Cost saving: 3750 x 0,18 = 675 € / year

- Feed-in tariff incentives:  1616 € / year

Total incomes:  2291 € /year

The PV plant owner will keep the “scambio sul posto” benefits over the 20 years of the feed-in tariff, expanding the economic benefit to the real PV plant life (25 to 30 years).

Energy selling Building a PV plant able to produce more electricity then the day-to-day needs, it’s also possible to sell the energy to the grid owner. In this case, on top of the feed-in incentives, the electricity used during the plant working hours will be self-produced, so there will be no need to buy it.  On top, all the rest will be sent to the grid and sold to the grid owner, that will pay for it a market price reviewed on a yearly basis, currently around 0,095 €/kWh.

The Return-Of-Investment. It’s necessary an ad-hoc evaluation to correctly define the ROI, as it depends on the PV plant power installed, the integration with the roof/building and the place. As example, a 3 kWp PV plant with feed-in incentives is equivalent to a financial investment with an 8% yearly gain, to which we should add the independence from growing energy costs, and the increased value of the house.
